Global climate finance reached USD 1.7 trillion in 2023, yet the scale of investment still falls far short of what is required. Meeting the Paris goals, and avoiding mounting economic losses will demand at least a fivefold increase in finance by 2030. With traditional aid flows under pressure, the focus has shifted toward mobilizing capital markets and private investment, supported by public institutions through blended finance and de-risking tools. The challenges are not only to create new instruments but also to scale those approaches that already proving effective.

The urgency could not be clearer. Climate-related disasters have already cost the global economy around USD 2 trillion over the past decade, and Swiss Re estimates that 11–14% of global GDP could be at risk by 2050 if current warming trends continue. At the same time, opportunities are emerging across the board and not only limited to mitigation: London Stock Exchange Group’s latest analysis identifies a USD 1 trillion investment potential in adaptation and resilience alone, with growing momentum in sectors such as insurance, agriculture, and resilient infrastructure. This captures the spirit of the Action Agenda, and mutirão approach: moving forward together on implementation to build trust and sustain ambition.

The first panel, Lessons in Capital Mobilization, will focus on the role of public–private collaboration in developing investable instruments, drawing on experiences from CPI’s Global Innovation Lab for Climate Finance and the Catalytic Climate Finance Facility.

The second panel, Belém+10 and the Private Sector, will look ahead to COP30 and examine how institutional investors and blended finance actors are advancing implementation already, and opportunities for scaling up.

The third panel, Adaptation Finance: From Risk to Pipeline, will highlight the growing investment case for resilience, with insights from the insurance industry, investors, and agrifood sector.

The format: each panel will last 30 minutes, followed by 10 minutes of Q&A, with time for audience interaction and closing remarks at the end.
