Samuel García was born in Monterrey, he studied Law and Finance, then a master’s degree in Public Law, both at the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM). He studied a doctorate in Public Policy and Public Administration at the Graduate School of Public Administration and Public Policy (EGAP) of the Tecnológico de Monterrey, and took another doctorate in Tax Law at the ITAC University. He also has a third doctorate in Constitutional Law and Governance, from
the Universidad Autónoma de Nuevo León (UANL).
He is the founder of three law firms. He was a local Deputy in Nuevo Leon for District 18 from 2015 to 2018, and a Senator for Nuevo Leon from 2018 to 2020. Since October 3, 2021 he is the Constitutional Governor of Nuevo Leon, being one of the youngest governors in the country.
In addition, he is the author of three books, has been a speaker and writer in various media, as well as a professor in the Master of Tax Law at UANL.
